Has anyone ever heard of a 68 1600 coming stock with a 2 liter engine?

Nope. That would then be a 2000. Is it a pushrod motor or an overhead cam motor? (What is the block type and number?)

The only way is to stroke (via PVO) an original engine to a 2 liter.

1600 w/ 2000 engine? stock?
