Search came up blank.. Anyone know if the heater valve open/close cable can be replaced with the dash in the car?

It'll be a pain, but it should be possible. Mine was acting up and I was able to get to it by taking out the console and removing the duct on the front of the heater for the defroster vents. Also remove the dash piece below the steering wheel.
It helps to remove the steering wheel so you can lay down in the driver's foot well and reach up in there. Though you might be able to do it all from the passenger side. Small hands help even more!
Good luck!
