Rear Brake/Handbrake Help

I just replaced front and rear brakes. New brake cylinders in the rear, new shoes, and turned the drums. I am unable to dial in the parking brake. In order to get the parking brake to grab I have to adjust the shoes to have a lot of drag and they get hot from driving. If I adjust the rear brakes to just barely have drag I can adjust the handbrake to pull snug in about 4 clicks but it will not lock up the rear wheels. What am I doing wrong? Any tips? Thank you

Are the E brake pivots moving/ turning or seized

There are adjustments in the cables to allow for wear. Might need some tightening of the cables. Check the three armed pivot on the rear axle. Make sure it is free to rotate. Study the geometry to insure it isn't over rotating. It is a balance between shoe adjustment and linkage adjustment. Three clicks of the e-brake handle should do it. Once set up properly when it starts taking 4 or 5 clicks you need to tighten the rear shoes a little.
