Door Panel

I went to install the door panels and discovered that there isn't any precut holes for the clips. Is there a good way to cut holes into the board without damaging the vinyl

Before you try anything, contact the vendor to see if they are defective. If not you may be able to insert a Masonite strip through the inside door handle or window crank hole to keep a punch from cutting the vinyl.
Unless you have another panel you will likely have a problem deciding where the holes are needed. I have a cardboard template from my 67.5 but it is not the same.

Deans site and Auto Obsession show door handle and window crank cut outs for 1965-67 panels but not clip holes. No cut outs for 1967.5, (what looks kind of of like a stain maybe the handle cut out? looks like maybe there are perforations to punch out the door handle and window crank on the OP's photo?) and apparently all the cut outs for 1968-70 panels except for the window crank. Maybe Dean can shed light on why there is no consistency with these things.

Did have a hole knock out set for metal.
That could work.
