I have an experience with this
In 78 or 79 I put a replacement dash ...in a 240 or maybe it was a 311 at the dealership. The tech that was going to do it was absent , so I did it , the Serv manager. Told me to get him when it was time to swap the VIN plate , it came with 2 rivets , the original type .and a tiny ferrel sleeve

I had it to swap , but the Manager was busy
He told me to have another tech remove the plate from the old dash , he balked at that , told me just get it off with out a scratch ...I nearly did but the drill bit I used was a 16th " larger than the rivet crimp part .
The Service manager had the service writer to do the paper work and oversee the install , plus answer all the shop calls
He didn't though and didn't.. understand how important it was to have the plate look like it was original .
The service manager was fighting for his job with the GM / owner ( he was expected to have at least a 3-5 % sales increase per month or be fired )
I and a different tech were going to install it .
I saw the ferrel cap, next to the plate , as it snapped ,it sunk the plate down right slightly too much ( the half in rivet pulls against a tap a quart inch down)
The 2 nd rivet pulled lower and still didn't break we used a mini hack saw to saw off instead of taking the chance of distorting it ...finished the install
The owner was not pleased with the VIN tag look
And the service manager was temp fired ( he returned in 2 weeks ( the GM had a hair trigger & was a crook he tried to get us to do a few free items a week so he could use that money for a big vacation )
The guy threatened to sue over the tag
Datsun district serv mang had a tech fly in and redo it .

He may have to plan a caper to get it back midnight style then take it to another state
I think the same TV news channel told that in Hutchinson county KS .cars with out of state plates were being stopped , and many confiscated , state or county cops implying that the car was used in drug smuggling ,when no drugs were found , only a drug dog deemed it that way said over a hundred had been done this way over 18 month period , the owner responsible for $$$ tow lot fees

Sooo … What should have been a simple matter of producing the records for the restoration swap, was turned into a five year impound, $30K in legal bills & $28K in damages to the car - Because someone wanted to be a dick about the letter of the law rather than the intent of it. A SLOW clap goes out to those small minded minions involved and their grasp of common sense - They’ve clearly hit rock bottom in their reasoning skills and have begun to dig …

Yes there are dirty cops I had a cop stop me in my 1st car 70 Charger r/t , saying my vin was tampered with ....it was stock 100% but if he can impound they will change it
The KC paper here tells that some Kansas police are today
Saying a cars they stop test pos for drug residue and impound them to make $$
