Rolled inner front fenders?

Not sure how to articulate this and hopefully the photos make it clear (yellow arrow in last photo points to area). My car, which I just pulled the body from the frame, shows what appears to be a "roll" on the inner front fenders on both sides. This car is a bone stock '69 2000, had no mods, and came with original steelies. I doubt anyone had larger than stock wheels or tires on this car during its lifetime, but I can't explain the rolled metal on the lip of the inner fenders. It's not even or particularly symmetrical. Was this rolling done at the factory or from years of the suspension bottoming and tires hitting over bumps and potholes? Curious to know so I can put it back to or keep what's factory correct.

That's the way they come-- just to provide a little more room for the upper A-arm to articulate.
