Gas in the float( a partial “sinker”) or a stuck/ deteriorated fuel valve.Replace so you don't start a fire.

We got enough fires.....

As Linda indicated it could be either an old style hollow brass float that is partially filled with gas, or it could be the float valve which the float is supposed to close, leaking by. It is a good idea to replace the old thin brass floats with the newer plastic ones and both float valves with new while you "are in there"
