Check the brake light switch under the dash. It rests on the brake pedal arm and should be energized on both wires when you push the brake pedal, and when you release it only one Wire should be energized.

On the brake switch there is a little pin that when it is out, when you push on the brake pedal, the lights comes on. When the brake pedal is up, held by the spring , the pin is pushed in and the lights are off. If the pin gets stuck in, you have no brake lights. See if it moves freely, and if not, probably need a new switch. Autozone etc. Oh and be sure the wires are plugged in well.
Just did this one.
