Price for 69 2000?

I have an opportunity to buy a 69 2000 that's been sitting for about 10 years but before that it was really nice had good paint, a lot of chrome pieces and the interior was nice but like I said its been sitting and theres rust on the chrome, and the top is a little worn, still runs good. Anyway.. they asked me give them an offer but I have no clue what to say. Any ideas on what to offer would greatly be appreciated.

Does it drive well, shift smoothly, stop well, not overhea?
All the electrics work?

Paint blistering?
ANY signs of past body repair.?
Does the vintage plate match the frame and engine numbers?

I would offer about 2/3s of what I wanted to pay :D more than likely they are going to counter about that much. If it runs and drives good then it comes down to cosmetics. Surface rust on chrome will buff right off. Consider how much time you will invest in bringing it up to snuff. Your time is worth dollars, don't give it away. Probably will need tires and check all the rubber, it's not cheap. Seems like values are up right now, but prices still vary. There are deals to be had.

AshLee, very difficult! We all know that that due to the cost of repair, rust is the biggest factor in the value of these roadsters. The fact that there is some rust on the chrome tells nothing about the fenders, floors, rear arches, rockers, etc. If you were to tell where this roadster is, and tell what a close inspection of the rust prone areas reveals, you could get some meaningful help.

It's in California so the body rust is pretty much non existent, the gauges work, drives good, probably needs a tune up, tires and brakes are good, the person that owned kept it in perfect shape and passed away 10 years ago, his grandchildren are wanting it to go to someone who will drive and appreciate it but have no idea what it's worth.
