Looks like a quick flip to me. The over spray of the resale red paint for one. The mention of speedo and tach not working for another. Speedo and tach are probably electronic driven due to the swap and not properly connected. Also the mention of not being able to find rust shows lack of knowledge of car. FWIW Pat

Title has nothing to do with emissions
70 had a air pump tied to the car (not the engine)
It needs to be on it,I do not see one in the pics
Thats why everyone out there in CA wants a 67 No inspections

Yup i 2nd that. I believe "technically" a car make '75 and older still have to be sold with emission parts unless otherwise stated on the bill of sale (fact check needed on that :)). But correct anything older than '75 never needs to worry about getting smog checks.
