I don't think anyone has spoken about what happens other than it hits the accelerator. When you pull the knob, the gas pedal depresses. You then turn the knob clockwise and it locks in place. Or, you can depress the pedal to where you want it and pull and lock the knob to secure it.

so it is cruise control but for safety they couldn't claim it that way maybe .. I think that's great . most of my travel I would have probably gotten speeding tickets but for cruise control .. .now how do you move these straps on seatbelt buckle part

No, it is NOT a cruise control. Some people have used it for that, but it is dangerous.

what's it for is all I'm wondering . theirs a service screw , there's another choke , it pushes the throttle down , now why would that be needed another way I'm woundering .

There are times when a faster idle is useful. This is just a handy way to speed up the idle.

During my high school/college years, when the car was still fairly new, I used it as a temp solve to a low idle problem. I tried the cruise control aspect once but it only does the throttle and is effected by every up and down grade so the speed varies wildly. And yes, it is dangerous because if you hit the brake, the throttle setting stays and if you hit the clutch, it goes skyward.

How I survived my youth is beyond me.

its mostly used for a) warming up, b) checking fuel mixtrure/tuning at 2000 rpm

+1 Peter, I use the choke to start the car then use that hand throttle to increase the idle so it will warm up a little without the choke on and making things smell bad.

OK I get it . alot of little uses for this . good to know . and I'm just getting a rise out of ya stating the cruise control part . I understand it's not safe thing to use it that way now . thanks for the help in that . haha havnt gotten my choke to move yet either . it turns but no pull .. I really don't need choke here anyway , but just want to get things all working and learn what they are . I really don't trust anyone with this motor . it's such a dieing breed it seems to be able to find someone who really knows carbs to trust. so putting this motor together was a big help learning things , now I trust myself ! that's priceless ya know .
