Sure sounds like the rebuild is at fault. If you take the caliper off (you do not need to take it off) and force compressed air in the inlet
the pistons should pop out some. Are they already against the disk. Put a piece of wood between the pistons. If they do not move then the rebuild is sure suspect.

Congratulations on making progress!
I'd do as suggested, put a block of wood between the pads so the pistons don't fully pop out and apply air. You should be able to "pump" one pot, then the other. If one doesn't move, you'll know where the issue is.
Chances are, there's a bad or improperly installed seal. You might be able to correct the issue by taking the caliper apart and correcting whatever issue there is but probably best to simply take the caliper back and get a good one.
