Ebay Speedo to avoid

I know you can tell by looking at this improperly described Ebay listing that this not one to buy.
BUT just in case, here is more info. A local roadster friend made a rash decision and bought this.
It is missing 2 of the 3 chrome ring screws, has a hole in the lens (noted in listing). Hacked wiring, missing one nut one the back,
no center face cover and the needle is bent. To top it off it does not work well. Moves but with bouncing needle
accompanied by bad loud noises.

Seller refunded the price quickly but put it back up unchanged ASAP. Go Figure.

He states does work but needs service. Works means not frozen, but he did not say "works well"etc. So this is like a car listing " runs needs work" How much work--ask or take your chances.
Seems clear enough. Maybe he should have added "as is".
