Ethical Question

If I am correct, the term "matching numbers" refers to the numbers on the frame and the engine matching the VIN plate, right?
Well, what happens if an engine block is replaced and a replacement plate is made? Is it still "matching numbers"? Or is it in actuality a fraudulent act? Am I giving it too much thought?
My new (don't I wish!) 1600 has had at least the block replaced with one of barely more-recent vintage, but the VIN plate is wasted. I am going to buy one from Sid, and just didn't know about the ethic of having the new plate reflect the current state of affairs.
It would then be "matching", but wasn't what left the factory. Not that it really matters, but I was just wondering what different people's feelings are on the subject. I'm sure I'm going to do it anyway, but sometimes I like to get viewpoints other than my own.
By the way, it "feels like home" to have a roadster around again.
