It's time to rebuild the carbs (SU's) on my 1970 2000. As I understand it, my car will run better if I install pre-smog needles and then recurve the distributor to pre-smog specs. Can I do these things and keep the smog pump or do I have to remove the pump to get any benefit? I'm inclined to leave the smog pump in order to ease my conscience (I assume that there is an ecological benefit to having one) and because I'd rather spend my energy doing other things to my roadster.

Actually the SU SMOG needles give you more fuel which is helpfull at the top end to prevent fuel starvation.
If you want a non-SMOG needle I have one of the two for you. I bought them thinking the came as a set and thinking what you are thinking. Brand new they are $11/each at Nismo.com. I can let have for $8 with shipping (Heh, 37 cents shipping I can afford it.)...
I believe mine might be a non-SMOG SRL (don't know for sure.) I defintiely don't have SMOG equipment. If that is the case I may actually have 3 non-SMOG needles.
