Tire diameter/gear ratio change

I will be getting some new tires soon, and am going with a smaller diameter
175/70-14 to 195/60-14
From 24.3 inches to 23.2 according on an online converter I found.
I am not good with gear ratios (or anything math), so I am just wondering if this is a large enough difference to be noticable off the line.
I realize I will be able to tell when they go on, but should I expect any difference?

If they're Azenis, Yes. Nothing to do with ratio, just a lot more stick. You'll be able to put more power down without spinning the tires - you'll still be able to spin them, but it'll take more umph to do it. I used to be able to chirp tires shifting into 3rd. No more - stickier tires cured that. Even if they're not Azenis, you'll still notice a bit on launch just from the larger contact patch.
The change in size would be almost the same as going to the 3.89 ring and pinion and leaving the tire diameter the same so that does play into the equation but most of the gain you feel in launch will be the ability to put down more power before losing grip at a wheel.

I've got 195/60/14 Yokohama AVS Intermediate tires on my car and definitely notice a difference in the turns. No noise, no sliding, nothing - car just holds the road. You'll notice a big difference if you get stickier tires.

Adam, are you sure the AVS' are 195? I thought they were 185?
Either way, I remember them being super sticky.
