Tough to tell from the picture, but that looks like the speaker box bracket should go there.

Were the original seat belts chrome? If a 67 had belts.

Check the owners manual in the wiki. Likely the latches are chrome, not the anchors.

How May i remove the whole lock/ignition system. There are two 'one way " screws.

Dremel tool to cut slot for flat screw driver. The head is domed so you need only cut in the meddle. An impact driver would help, Harbor Freight has a small 1/4" driver unit I like a lot.
Use the same tool or small drill to put a small dimple on the edge of the head and hit at an angle with a center punch.
Drill a small hole in the center and the keep enlarging until an easy out fits and unscrew or keep going larger until the head falls off.
Start small and use sharp drills, so you don't overheat the screw and damage the plastic that surrounds that area.
