The filter should be before the pump. It sounds to me like the mixture is off at idle and when the revs come up, it evens out. If there is no oil in the dashpots, it could be going rich because they are rising too early, or the oil could be too heavy and causing it to be lean until the engine pulls enough vacuum to raise the pistons.

Mine must be wrong then. But it makes no sense to run the fuel lines up to the filter, back down to the pump, then all the way around to the carbs. Let me know how it's supposed to be run, if it's wrong I want to fix it.

Usual routing is tank to filter, filter to pump, pump to carbs. You have to check to see which is the inlet and which is the outlet on your pump.
You want gunk filtered before it gets to the pump.

PS Garm, you've got mail

Yeah that's how I have it, but I kept the location of the extra one in the same spot as a PO. It ran great until 2-3 weeks ago. When I replaced it I put at more of a vertical position so that's why I'll remove the thing entirely. I'll take a pic of how it's supposed to be routed tomorrow for you Garm.
(theory)First symptoms: clogged filter, continued symptoms: more vertical filter. I'll let you guys know if that fixes it tomorrow, been helping a guy get his run time down for his test, so been busy. Still running marvel mystery oil for the dashpots.

This is shown in the picture. Linda, show me yours. (lol)

Fixed the problem. Was very set on not messing with the carbs because it was running fine before. But today I tuned it up making sure the carbs were balanced well. Then just for kicks I checked how many turns the fuel knobs were at, read on this forum that 2.5 turns is a good start. Back carb was at 2.25 turns and the front carb was at 0 TURNS!!!!! I must have messed that up awhile ago when I first did them. (or the datsun ghost did it because I didn't drive it enough) I don't know how it was running like that. But problem solved. The filter I was worried about was just me over thinking it isn't mounted vertical at all.
Oh and the stinger tip wasn't as short as I thought. Would like to get the megs muffler cut in half so it would be 2 in and 3 out at 8.5" long (roughly mathed out). what should I treat the edge with after cutting though?

Thats good news. Andy has a few loose screws as well. Vibration causing self adjust symdrome.
As far as paint, It may depend on how sooty the exhaust is. A stove black will match the inside better than silver matching the outside.

Ok, so new updates. carbs set up much better, both at 2.5 turns and idles at 850ish. Runs perfect right until 3k rpms in every gear then it just studders and back fires until the rpm's come down. will not go above 3k rpm. Is this still a fuel problem or could my worn out distributor be the problem? My points and condenser are pretty bad with some other problems.
Edit: Gave some one a call and tomorrow I'm going to check the point gap and order new points and condenser to allow me to save up a bit longer before buying the electric ignition from eastcoast roadster.

I got that electr distributor from there and it's really good. I can full throttle past 6000 and she just sings. So far.

Gap was too small. looked in my book and set it to .020" now it runs and goes! still think it's a little lean but besides that it's back to driving.

Gald that worked! Make sure you get a small dab of grease behind the arm of the points!

Exhaust Manifold done! It's so nice I want to hang it on my wall than let it get dirty in my car. I really like how it turned out.
Before:(kinda)
After:

All of the black crud was blasted out of it too.
Should look a lot better than my header that rubs the frame from time to time
I never got the memo to get the new header painted when I got it. paint peeled and surface rust started since day 1.

Now I need to find someone with a circular saw to borrow for the meg exhaust tip.
