The ring is 76mm, that i am sure. The spacer might have a bevel that allows it to fit "flush" in a non hub concentric configuration.
when you remove the spacer, look at the inside ring for scrapes. You may have damaged the 76 mm lip by forcing on a 73 mm space. the hub can be safely machined to 73 mm.
