My hazard switch has a small black pig tail wire with a spade connector at the end

If you mean the electronic flasher, then that’s likely the grounding wire.

I traced the white wire from.the turn signal and found two white wires spliced together and two green wires spliced together

Looks like it has been rewired to use just the one flasher, but it does not match the wiring diagram Curtis provided.
Just to confirm:
1. Your hazards are working
2. Your signal lights are not working
3. You’ve checked the 20A signal light fuse (swap it out with a new one anyway)

Not rewired, that's how they are. I see the tape is missing from the splice on the white wires. That could short when you use the turn signals if it touches and grounds. Not an original can with mounting tab for the steering column so just hanging there.

I see the turn signal wire above is also missing tape and the whole bundle should be taped together.

Here's a photo of a reproduction 67.5 dash harness. If you look on the left upper side you will see the hazard switch plug and flasher can wires. I don't have photo of the little harness for the second can posted up.

Unfortunately I'm currently stuck in the damn hospital.

I get to go home and wait. I'll see if I have one of the mini harness made up and post.

Swapped out fuse still nothing. Hazards work, no turn signals. Sounds like it's wired right.Good luck

As noted on the drawing I provided the flasher power is spliced to the horn power with no fuse. If you have horns then you should have flashers. Turns are on a fuse.

Got home and found the mini harness for the second can.

Strange … As Curtis said, check the horn. If it works, we have to consider other possibilities.
Thinking out loud here:
1. You changed the fuse and confirmed power to both ends of the fuse
2. Your hazards are working so there must be power to both spliced white wires at the flasher
3. Next step would probably be to check the signal light switch itself and harness plug

That is for another flashing light you might want somewhere.

The white wire is power out of the flasher can to run either the turn signals or flashers as shown in the drawing. I would check the column turn switch.
The turn signal witch fuse also powers the heater, oil gauge, and gauge voltage regulator. Easiest thing to check is if the heater blows. If so then there's nothing wrong with the fuse. The hazard switch can get gummed up inside and keep things from working.
