Wow, that’s not normal at all. Assuming there are no blocked passages, I would immediately do another oil change (I know you just did one) using a good 10w-30/40 synthetic oil and a quality filter (K&N always works for me, the welded on nut is a god sent for big ape like hands) - You might just have a bad oil filter that’s restricting flow or sludge build-up. For badly blocked passages (bad sludge build-up), I’ve always used the diesel fuel oil flush method on my past ‘classic’ cars. But fist thing first - Oil & filter change!

Well, I don't see anything egregiously bad in the bottom end but I'm far from a r16 expert. Maybe the eagle-eyed will spot something. I was planning to check the torque once everything is cold. What I can see of the chain and sprocket look ok. Distributor gears look good. Cam lobes look ok. Can still see hatch on the cylinder walls. Rods seem to have the normal amount of end play. Obv I have some contact between my header and the pan.
Yes, oil should be splattering all over the paper towels from the rockers.
There isn’t much to block oil transfer between the block and head…(unless someone messed up something kinda badly). Maybe the rocker assembly is clogged or has a problem…I’d suggest the following:
Remove the spark plugs.
If you have an electronic distributor, disconnect that. (No issue with points)
Loosen all the rocker arm adjusters to relieve spring pressure.
Remove the rocker assembly (the 4 large bolts on top of the pedestals).
You will see the oil supply galley to the rear most pedestal back by the rearmost
bolt.
Put a big rag over that hole and crank the engine. A lot of oil should come out of that rear
supply hole (that’s why the rag).
If lots of oil, it’s a rocker shaft problem-relatively good
If very little/no oil, the problem is likely below the head-not so good.

Addendum: sorry I wrote this before seeing all the oil pan removal stuff. You can either reassemble and test the above, or pull the engine and start complete disassembly looking for assembly errors and problems.
Tried turning over by hand some to see if I heard anything. I do notice that some of the springs 'pop' when they decompress. Not sure what would cause that. Tappet??
