Crude measurement of axle in question is 3.9375†taken at location where collar attaches, for comparison with sought after replacement “good†axle.
Did find some other inconsequential evidence of less than ideal install or result of possible shock from the play - chip in collar and gauge in axle.
In theory, would a larger shim say .009†instead of factory spec of .003†x 2 take up some of the ~.25†end play observed?

Regarding your rebuild questions Linda.
Most anything is possible but given the availability and cost of replacements, it's not worth it.
If I had to save3 the last one in the universe, I'd have the machined surface turned down to accept a shrink fit oversized tube.
I'd use a tig and plug weld it to the axle core, then grind as the bearing press fit requires.
Metallurgy for the tube would be critical to allow it to be flame hardened prior to final grinding.
Easily exceeding $1000/

Having both axles out will make your job much easier. You will have a known "good" (or at a minimum, acceptable) side that you can use for all measurements, and will make it much easier to spot any "shadetree" repairs/damage made by a po.
As mentioned earlier, axles are not expensive, and the risk of using a bad order one is simply not worth taking.
