Move to Oahu, and only drive on the Windward side, or Ballard (area near Seattle, WA). Sounds like the roll pin is missing. Multiple threads here on steering wheels and turn switch function.

The missing roll pin would cause the grinding??

Now that you mention it........
If the roll pin has moved it may be causing both the grinding and the need to manually return the stalk.
