I wouldn't consider painting the outside of the fenders because of compatibility with the body shop system (also POR has a poor finish, at least in my experience).

I understand that por uv sensitive, but is that an issue for the inside of the fenders (the part that faces the tires or are in the trunk)?

Should not be an issue.
However fade, is a form of oxidation,, Thick suspension parts, no big deal, thin sheet metal, should be topcoated, (whether it be paint or undercoat).
The body shop will clean before welding,,,just dont make too much work for them around the seams/weld joints.
OR
The paint shop can paint and you can touch up what didnt get painted after.

I am by no means a roadster expert or even close, but after a few months of fumbling with 6 fenders, none have paint on the backside, just a primer and undercoat. A correct restoration would encompass these traits.
I prefer some sort of topcoat/paint on the underside of stuff, for added corrosion protection, and fresh undercoat.
