On my U-20 the valve closest to the firewall (#4 exhaust, I think) is too tight to get a feeler guage under. Yet I've adjusted it to the max.
Is this a broken spring? Car runs smooth at low and high speeds, except a slight bogging at initial acceleration which is, I think, carburation.

Are you checking the valve clearances hot? Are you sure the piston is all the way up and both valves are closed on #4?(cam lobes pointed up and out like some bunny ears)
Valve clearances hot for the 2 liter are .008 intake and .012 exhaust. You should be able to see a broken spring. Does the cam lobe look worn? Double check ever thing and make sure you are adjusting them properly. Good luck!
