Starter shims?

I was having an occasional grind of the started motor gear with the flywheel since I took the starter out and re-built it. It never did this before it was removed and there are no missing teeth on the flywheel. Could this be due to bad alignment and could it be fixed with a shim? There may have been one in there before, I just didn't notice it.
