Hey Mark,
Is that with a load or no load? It is going to move around a bit. It sounds like the volatage regulator is doing its thing. Charging a bit then kicking out-charging a bit and then kicking out. Sounds pretty normal to me. Did you put a fuse in line when you replaced the amp gauge? Highly recommended to save burning out the amp gauge if something does go wrong. A 30 Amp fuse could save the amp gauge. That's my 2 cents worth.
