No not kidding. It was basically consistency of uncured RTV. After it cooled it hardened.

Sounds like it was an attempted repair.

I just had the same thing happen. Backed it out of the garage for a washing. Within 20 minutes in 80 degree heat, the rubber starting melting like butter. It's a mess! Please tell me why, and where Is can buy ones that don't melt!

I never replaced mine. I just put in a rubber cap for the hole and went on.

Must be made of the same rubber as the tie rod / ball joint boots.

Re: Anyone ever see the bumper rubber melt?
I recently had an aftermarket rear bump stop melt for no apparent reason. Sorry about the sideways photo.

I’ve seen original and replacement bump stop rubber crystalize and check after 50 years, but never liquify. That’s a first.

Re: Anyone ever see the bumper rubber melt?
I've seen the rubber parts do some fun stuff. I have a bag that has what looks like black rubber "gravel" but much smaller that used to be those parts. The rubber, much like the chrome, from Japan way back when leaves something to be desired.
