jfunk, As you mention time is important, summer is just now upon us here in the PNW. IMO, the simplest, least expensive and perhaps quickest way to solve the 4000rpm's is the 2000 diff swap into the 1600. I believe: 11 diff bolts, 4 shaft bolts, new fluid. Please review the write-ups in this Tech section. Several guys here (with much more knowledgeable than I) can lean-in. I think it may be another option for an easy/available change in-the-short-run, then go U20. I'm biased, go ahead SR!
Plug: If you read-up and think that path is an option----- I have a 2L diff, we can swap. I'm in Hood River.

FYI...This thread is from 2008. You always have such great pics Alvin. Interesting that the turbo isn't visible and is mounted down low, unlike many where it's right next to the brake master.

These are not mine, they are Jesse's photos. The turbo is in a "factory" bottom mount location. The T25 turbo setup in Jesse's car was originally built 20-years ago, and it worked well, but it was limited by the steering shaft and being able to work on the turbo was very difficult due to the lack of real estate-- here are some build photos:
This was a simple log manifold with the compressor housing re-clocked to work in the roadster:


Steering shaft clearance was tight, but we got it all to work:

The problem with mounting the turbo down low was you would not be able to upgrade to a T28 sized turbo.
Top mounting the turbo fixes that, but then you have other issues with clearance to the master cylinder and baking the paint on the hood...
