I think it's a ball point pen, next to something else...

That's seriously dry and very funny, and so tempting to keep that going... like "The green pointy thing goes in the center console, with several pennies, a toothpick, and an old sticky hard candy."

But, in all seriousness, even though I do waaaay too much research, I don't recognize that part, but I'm way less knowledgeable than others.

It kind of looks like a DIY attempt to make a cover for the back of a 67 1/2 headrest.
