So it is ok to have the top part of the bolt sticking above 29? I also used a large 1/4 washer. Is that ok?

Do a trial fit with what you have and check that there is clearance to the spring plate on the axle.
IIRC there is also a hole in the spring plate to accommodate the head of the fastener
