Steering idler mounting issue

On my second roadster re-build I have run into an inconsistency in the mountain hole location for the steering idler on the mounting bracket. My latest frame has the mounting hole about 3/16” offset from my other frames and unfortunately all three of my available idlers as well. Is this a year to year location change? If so why do neither my early or late idler share the position? See the pictures below.

Far as I remember there were only 2 different set ups, worm & peg and recirculating ball. I did a conversation on my 67.5 to RB & only had to drill a new hole for the steering box. I don’t remember doing any mods on the idler.

As I recall there is a 3/16 spacer with two bolt holes on some year frames? The spacer goes next to the vertical frame member to make up the difference. I don't remember the year mix though.

I would prefer spacer to slotted hole as a solution. May have To go custom. Thanks
