This is part of the smog system on the '69 Roadster correct? It appears to have already been capped off and no longer runs to a smog pump (which is also missing if I'm not mistaken) It should have been on the passenger in front of the fuel pump?
Any reason not to cap the tubes coming off the head off and removing the whole tube mechanism?
I think some of our venders have the custom plugs that go into the head.

No. In fact I believe you can buy plugs that will screw into the head from some of the vendors on this site. Also look at your distributor. If it is a smog distributor you will need to change the weights and springs under the points plate. They probably are stamped 15 and you need to change them to early dist weights. Should be stamped with 7.5. If you have the smog dist it should be set to 0° initial timing.

You need to look at the Point cam, underneath the points breaker plate, the number will be stamped on the cam near the weight slots. Anything other than 7.5 is a smog set-up. Alternately, with a degree wheel, or protractor, you can see how much the distributor cam turns in degrees. Start by marking the rotor position at rest (Mark "0"), turn the rotor button as far as you can, mark that, and measure the degrees of rotation. Anything greater than 8 degrees is likely a smog cam. Also, when the rotor is turned and released, it should snap completely back to the "o" position, no sticking or dragging.

aim having a hard time envisioning what your saying. I've got an extra motor so I thought I'd check it before monkeying around with the car. I pull the cap, pulled the rotator and pull the plate but saw no number so I must be looking in the wrong spot.

First remove the breaker plate. Then you can see the Point Cam. It's tough to see, but 17.5 is stamped in the plate on this SMOG cam. You may have to zoom in to see, it's there.

I can just make it out in your picture, I see I didn't go deep enough into the distributor. I'm going to assume its a smog one but will double check next time im in the shop. Where do I find the different weights & springs? I was planning on swapping the whole thing out for an electronic distributor or at least using a petronix conversion in it. Either of those options accomplish what I need?

No, except now you will enjoy them, as in my experience it removed more than 50% of the carb woes. (Hunting idle, stalling at long stoplights, flat spots, etc)
