Seeking some help in getting horn to work.
Verified the horn relay is working in engine bay. Can initiate operation at relay.
Ordered a new “doughnut†from Ross but attempt at install resulted in crickets.
I have the parts labeled in picture below. Can anyone confirm proper order of assembly for functioning?

Did it ever work? That top "beauty button" which would have been part "F" if labeled is not from a '67. That is a 1968-1970 part. No idea if it would matter in terms of whether the horn should work or not with mixed parts.

Additionally, in looking at the image below. Is there a spring missing from the back of the center cap? Not seeing where the push action is to make horn blow and then stop when button is released.
On the steering wheel, should the pigtail wire have this insulating washer? The other end of this wire connects to the Hot Ring. Would the insulating washer interrupt the 12volts from getting to the Hot Ring?
To clarify, car and wheel are mid-year, ‘67.5 so poss common parts to ‘68 and on.

Ground the spring tab , does it blow ? or ground the wire to the relay ?

I had somewhat of a struggle with this last spring. When you go to the tech wiki you will see the "insulating washer". I finally decided after a lot of inspection and trying different things that the problem was that the three thick washers that are held in place by the insulating ring had broken down and weren't as thick as they had been. I added a plastic washer to each of them to bring the clearance back to where it needed to be. My rubber spring was mostly gone, and I eliminated it altogether.
