After cleaning the second time, I was able to advance the adjuster wedge screw such that the square adjuster end of the screw was all the way flush with the back of the housing. I could use needle nose pliers to advance it a little bit farther but that was as far as it would go. I guess there was some material in the bore as described by Ray, that might have been holding it from going farther, in order to come completely out. Worth noting to help check the thrreads and clean more thoroughly

The adjuster really only works for about 6 full 360 degree turns anyways. After that, the end of the shoe isn't fully seated in the aluminum body slot.
Also, at that point the brake shoe lining is pretty well worn out.
