Gear has some wear, (look at the valley between the right hand teeth), lower gear probably about the same or worse, and the chain. Head has probably been previously machined too. So all of it adds up to create the extra play. I would not be very afraid of the gear, although it is very easy to change when you do the chain.
I would definitely get rid of that chain-bad news. (you have a 5K? engine rebuild depending on a 10$ chain) Having said that, the only chains I have ever seen fail are the OEM Tsubaki chains - ask anyone who has actually had a chain come apart - it will have been an OEM chain.

Re: Another upper tensioner question
Very smart to open it up. The upside is once you remove the evil L, the guide itself is probably totally fine unless the rubber is delaminating. Those guides almost never wear out. (Those slots are formed in the rubber, not wear).
