Pics of said bolts will be very helpful. The nut on the inside of the car, for the fender, should be captive. But may spin. Head is very soft and drills easily. Drill the head with a 7/32" or 1/4" bit if the nut spins.

Check the top of the frame and wherever you can see before investing time and money. If the frame checks out and you have solid rockers door posts and inner fenders, it may be worth going forward. If not, they are hard and expensive to repair, followed by a paint job etc. A good Florida/California driver will probably cost you less than just getting the metalwork done. Remember, every hour you spend cutting and welding on this car can be spent driving a better one, for both weeks of summer!
Try to calculate the total amount you will spend fixing this to the point of driving the car, subtract the purchase price of the current car, (as if you just scrapped it). If the remaining amount is between $5000.00 and $10,000 ,and 2 years away with an annoyed spouse, time to really think. First rule in my house, don't annoy Linda.
Most of these cars are worth a surprising amount in parts, so after you use what you need to get it's replacement all sorted out, Ebay the leftovers.

There should not be any bolts for the front fenders on the inside of the car. There are two bolts on the bottom of each fender under the curve just in front of the door. These are 1/2' (13mm) on my car. The rocker panel underneath is very likely rusted in this area. I assume the doors are off and the four bolts removed next to the door opening - three vertical and one upside down at the top.
