Actually looks like this would get on the road pretty quick.
Defiantly has a few good aspects:
-Paint looks newish and would really shine once all that dirt is off it.
-floors are incredibly solid looking, i would believe the rest is rust free.
-engine block has been painted, maybe a sign its been rebuilt?
-also the chrome looks really good (that can be $$$ to redo)
- f I'm not mistaken that is '67.5 (lots of prestige in those 6 months it seems

)
-alternator is already on the cool side
As for brakes and wiring....
I think Curtis makes wiring harnesses and I'm sure you could get people to talk you through getting everything connected up.
Brakes will probably be your biggest cost. In my experience cars that have been sitting a while always have bad pitting in the cylinders and so rebuild might not be an option.
Read the buyers guide in the wiki and check for sheet metal cracking at MC and trunk floor.
I don't know low-windshield 1600 values as well as 2000s but maybe offer $1500 to $2500 ??
