What dose the return fuel valve on the # 3 and 4 cylinder rear cab do? How dose it work? can it malfunction?

It's a return valve to prevent vapor lock. It has a Reed valve inside. Yes, it can get stuck or break.

Re: 1600 R 16 carburetor fuel valve
In this application, it just maintains the fuel pressure at the proper level. If it sticks shut, you shouldn't see any effects as then the system will basically be what the early cars hav. If the valve breaks, or gets stuck open, then you may get fuel starvation as the return line would be free flowing.

Re: 1600 R 16 carburetor fuel valve
It is a thermal valve. Has a bi-metalic strip inside. When cold it is closed. When it gets hot it opens and recirculates the hot fuel back to the tank. Supposed to prevent vapor locking.
