No, the rubber ring is what the Parts Manual refers to as: - 48424 - 10400....SPRING - horn button
P/N 7 in the diagram above is: - 48440 - 10400...ASS'Y-Switch, horn.
Being listed as an assembly conveniently hides all the individual parts used to make it up.
However, if you have all the parts, you now know how they are assembled :)

Make sure the column has a good ground at the four bolts to the firewall, the washers are special and have a tab to grab a ground.

Bumping this thread since I found it helpful today for removing the horn button and steering wheel.
