Seat belt mounting

Hey guys, I need some help locating the door side mounting location for the late model seat belts. I know where the inboard mounts on the tunnel and the rear mounts on the fender well, but I can't remember if the outboard mounts to the door sill or the seat itself. Everything is covered in dynomat and vinyl, so I can't feel any indentations on the sill. If it is the sill some measurements, both horizontal and vertical, from a reference point would be much appreciated! TIA

See photo. I measure bolt center as being 1 inch up from floor.
