Don't know what your transportation plans are, but you should take that into account. I'm not a good judge for prices and am horrible at negotiating, so I will defer to someone else.

If this guy had the skills to do the volvo conversion I would think he knows how to bleed brakes. Then you could do a quick drive around the block which could be invaluable. After sitting for a while I would guess the rear wheel cylinders are shot. Maybe start off at like 2k?

OK...the half empty view. Assume the worst.
Just because the car idles does not mean it drives. If it's been sitting 6 years, there are likely issues with fueling. You see it idling but don't know that it's not running on gas from a pop bottle.
Brake "conversion" means there was something wrong with the brakes and based on his throttle"fix" he jury rigged something so it didn't roll across the street when he pushed it out of the chicken coop. "Just needs to be bled" means that whatever was done, he is unwilling or unable to take the simple final step to prove a working brake system. You have to wonder why. I would suspect there's a reason why that's not been done.
Bumper is painted...missing side marker lights and one of the license lights...can't see headlights. Any missing piece will be expensive.

The price will depend largely on what you are willing to do but I think I'd have to figure on going thru the car, front to back and make sure to correct anything "cobbled together" as well as fix/replace failed items. I would not see it as a driver but as a good candidate for bringing back from a coma.
If you're going to see the car and can verify condition, I'd start at about $1700 and maybe work up to $2200. That band would move up if he fixes the brakes and the car actually drives.
If you're buying remotely, it's a much larger gamble so my offer would drop accordingly.

It's a 1000 mile round trip, and it'll probably cost me a couple days and $400-$500 to go get it.

I'm over the hill in santa cruz. The people in san jose are much closer. Honestly, stuff comes up all the time in SoCal I dont know if this one is worth driving up for. Also Buying low and fixing them up is surprisingly un cost-effective in my experience.

Without proof that systems work, I assume they don't. If the car idles, then points for that, but beyond that no proof, no points. Transmission: no proof , no points. Body: some points for what I can see, but a magnet would be better. :)
Obviously if you could see it in person you could eliminate some questions(add points in) but as of now, based on info so far I would not consider the car. Too many questions, and too much "faith" expected. Plus you have to spend to go look at it.
If it was real good it would be gone by now.
Unfortunately low dollar cars are now parts cars...

Well Sid, I don't know about risen, but sure came close to total ashes in last summer's fires.

Nope. Smelled like a campfire and the sun became invisible for a few months, but came out unscathed.

5 minutes away, some weren't so lucky. Whole neighborhoods wiped out.
